Who Can Authorize Funeral Arrangements?
The person completing and signing the authorization form must confirm that:
They are not aware of anyone with a higher legal right to arrange the funeral/cremation.
They are not aware of any written instructions left by the decedent (such as a Will, Trust, or Preneed contract) that would direct someone else to make these arrangements.
If they are a child, parent, sibling, or relative of equal standing, they have obtained the approval of the majority of people in the same relationship category and made reasonable efforts to notify all others of equal standing.
By signing, the authorizer declares under penalty of perjury (per California Health & Safety Code §7100) that the above is true and agrees to indemnify and hold harmless Al-Baqi Funeral Services from any related claims.
Legal Order of Responsibility (per CA law)
The right to control funeral and disposition arrangements follows this order:
Written instructions by the decedent (Will, Trust, Preneed) – copy required
Durable Power of Attorney for Health Care / Conservator – copy required
Spouse or State Registered Domestic Partner
Adult Child(ren) – if more than one, majority must agree
Parent(s) – mother and/or father
Adult Sibling(s) – if more than one, majority must agree
Other relative or authorized party (specify)

At Al-Baqi Funeral Services, we operate as a non-profit organization. Our long-term goal is to make funeral services completely free for families. At present, however, we operate on a cost-recovery model.
Funeral expenses are generally divided into two main parts:
Funeral Arrangements – This includes preparation, transportation, coordination, and related services. Costs typically range between $2,500 and $3,500.
Burial Site and Labor – This includes the cost of the cemetery plot, grave opening/closing, and related labor. These expenses are usually higher, ranging from $7,000 to $20,000 depending on the cemetery and services selected.
On average, a complete funeral with burial through Al-Baqi Funeral Services generally costs less than $10,000.

About Preneed Arrangements!
A “preneed arrangement,” “preneed agreement,” or “preneed” is a written instruction for funeral or cremation goods and services that are not provided until the time of death. Preneed may be unfunded (instructions only) or paid for in advance (partially or in full).
Under California law:
Business & Professions Code §7745 requires funeral establishments to present to the survivor of the decedent or the responsible party a copy of any preneed agreement in its possession that has been signed and paid for (in part or in full).
Business & Professions Code §7685.6 requires disclosure of any preneed agreement before drafting a new contract for funeral goods or services.
The copy of the agreement may be provided in person, by certified mail, or by fax, as agreed with the person who has the right to control disposition.
A funeral establishment that knowingly fails to present a preneed agreement may be subject to a civil fine equal to three times the cost of the preneed agreement or $1,000, whichever is greater.
Al-Baqi Funeral Services does not offer or honor preneed arrangements. If you have a preneed contract with another funeral home, you must contact them directly. All arrangements with us must be made and paid for at the time of need.

Definition of Embalming:
Embalming is the addition to, or the replacement of, body fluids by chemical preservatives or the application of chemical preservatives for the temporary preservation of the body.
Al-Baqi Funeral Services does not provide embalming services.
Embalming is the process of replacing or supplementing body fluids with chemical preservatives, or applying preservatives externally, to temporarily preserve the body. While embalming is not required by law, it is often required when transporting remains across state lines or by commercial airlines for international (overseas) burial.
Because we do not perform embalming, we are unable to arrange overseas burials that require preparation of the body for air transportation. Families seeking overseas arrangements will need to work with a funeral provider that offers embalming services.

Our services are currently limited to the Greater Bay Area in Northern California.
Regular hours of operation are 6:00 AM – 11:00 PM US Pacific Time Monday to Friday.
Weekend services may be available on request but they depend on staff availability as well as downstream services such as burial sites and government offices.
